To provide for the people of North Carolina just transportation rates, and to adjust the relations and obligations between the State of North Carolina and the railroads operating within the territory of this State. 2. To receive the report of the Constitutional Commission, and to consider the submission to the people of amendments to the Constitution. In witness whereof, I, Locke Craig, Governor and Commander-in-Chief, have hereunto set my hand and caused the Great Seal of the State to be affixed. Done in our city of Raleigh, this the 18th day of July, in the year of our Lord one thousand nine hundred and thirteen, and in the one hundred and thirty-eighth year of our Independence. The following gentlemen approach the bar of the House, with their respective certificates of elections to fill vacancies occurred since the regular session, and take their oaths of office before Chief Justice Walter Clark of the Supreme Court: Messrs. Ruffin of Franklin, Dowd of Mecklenburg, Hooker of Pamlico, Woodard of Wilson. The Principal Clerk announces that nominations are in order for Speaker of the House of Representatives, the former Speaker having resigned prior to the convening of the extra session. Mr. Page places in nomination Mr. Walter Murphy, seconded by Messrs. Wooten and Clayton. Mr. Deaver nominates Mr. Williams of Cabarrus, seconded by Mr. Bumgarner. Mr. Murphy is declared elected by the following vote: Those voting for Mr. Murphy are: Messrs. Allen, Allred, Austin, Bell, Bellamy, Bennett, Bolick, Boney, Bowie, Brawley, Britton, Bunn, Bynum, Capelle, Carlton, Cherry, Clarke, Clayton, Clement, Coffield, Connally, Cornwell, Cox, Crisp, Cromartie, Dellinger, Dixon, Doughton, Dowd, Etheridge, Foy, Gaither, Gatling, Gold, Gordon, Grier of Iredell, Grier of Mecklenburg, Griffin, Hall, Hatchett, Hooker, Hutchins, Justice, Kellum, Killian, Koonce, Long, Martin of Cherokee, Martin of Cumberland, Mauney, Mewborne, Mills. Miller, Mintz, McBryde, McMillan, McNair, McNider, Newell, Noland, Page, Patton, Payne, Perry, Phillips, Pickard, Porter, Price, Ray, Roberts, Rodman, Ross, Ruffin, Seawell, Sikes, Stallings, Stephenson, Stevens, Stewart, Thomas of Anson, Tillett, Wall, Wallace, Whitfield, White, Wike, Williams of Buncombe, Williams of Hertford, Williamson, Wilson, Woodard, Wooten, Young of Harnett, Young of Vance. Those voting for Mr. Williams are: Messrs. Buchanan, Bumgarner, Burleson, Carroll, Deaver, Faircloth, Ferguson, Haymore, Hodges, McClure, Reavis, Rector, Sheek, Shell. The Chair appoints Messrs. Bowie, Page, and Williams of Cabarrus to notify Mr. Murphy of his election, and escort him to the chair.
