HELEN FAWCETT is Jean Monnet Fellow and Lecturer in European Public Policy, University of Strathclyde. She has published on the theory of welfare state regimes and the development of the 'social dimension' in Europe. RODNEY LOWE is Professor of Contemporary History at the University of Bristol. He is the author of The Welfare State in Britain Since 1945 and has published widely on twentieth-century welfare history.
